Letter: WBC’s CIL Recommendations Are Too Little, Too Late

In response to: Residents Hit By CIL Fees Should Be Offered Full Review, Says Overview Committee

The recommendations by the council’s Overview & Scrutiny Committee are too little too late; the serious reputational damage to our council is already done – all because of the Executive’s inaction and disdain for those hit by these charges.

Cllr Paul Follows [Lib Dem leader of WBC] was sent the West Berks review last September while Steve Dally was pleading to him for help. He sat on the information and did nothing. On  December 17, 2024 Waverley’s Executive approved an onerously strict CIL [Community Infrastructure Levy] enforcement policy – the very same enforcement policy the Exec now proposes to amend again.

Cllr Follows has repeatedly offered no empathy or concern for residents, stating that those hit were building significant extensions equivalent to a 2-3 bed house and it was correct they should pay CIL.

This is not correct – those hit by huge charges have built as little as three square metre extensions. Crucially, they would all be exempt if they had filled the paperwork out correctly.

The voice of council is clear – we call on Waverley’s Lib Dem led Exec to change course, demonstrate it supports its residents by following the strong advice of its Councillors to reject this review in its current form.
