If Guildford Borough Council’s investigation into the complaint against Monika Juneja came to the wrong conclusion then either:

a. the complaints procedure was flawed;
b. the investigation was flawed, or;
c. the procedure and the investigation were flawed.

In this case it seems it was “c”, the third option.

Given the outcomes, and what we know of the investigation, the perception will remain in some minds, at least, that it is possible there was an attempt at a whitewash.
