The proposal put forward by Surrey County Council’s leader Tim Oliver to make Surrey a single, large unitary authority caught most by surprise.
Battle lines are now being formed within borough and district councils across the county. Unsurprisingly many councillors, including some Conservatives, are not keen to support a move that would see the demise of their councils and their seats.
One district councillor, Hannah Dalton an Independent who represents the Residents Association at Epsom & Ewell District Council, is an organiser behind the Residents Against Surrey Single Unitary or RASSU campaign to fight the proposal.
