The now scrapped no right turn proposal seems to be one of the fronts in the war against cars by Surrey County Council. The aggressive ticketing of vehicles by the SCC “enforcement” team is another.
Just today I witnessed a traffic enforcement person hand out a parking ticket to a lady who had stopped for a few minutes to donate items to a charity shop. When I asked him to show compassion he was very aggressive, which subsequently reduced the lady to tears.
She was going to sell the items but then decided to give them to a good cause. I’ve complained to the SCC over this appalling behaviour, in what is meant to be a civil society.

You can’t throw this one at SCC’s door. Parking enforcement is under the auspices of GBC.
Editor’s response: Since 31 March 2023 Surrey County Council has been responsible for on-street parking.

Yes, SCC is responsible for on-street parking but GBC responsible for car parks. So you have the slightly bizarre situation of SCC looking after parking and enforcement in, say, Guildford Park Avenue but GBC looking after parking and enforcement just round the corner in Guildford Park Road surface car park.
Parking and enforcement is run for SCC by a company called NSL Ltd, which is a subsidiary of Marston Holdings Ltd, to whom SCC gave (amongst other matters) the contract for that as soon as they’d taken control of on-street parking. But parking and enforcement are still run for GBC [in car parks] by (I believe) people who work for GBC.
No, I don’t understand it either.

There is already an observational complaint made to SCC. Prior to taking away parking control from GBC it was possible to get cars ticketed for being on yellow lines causing obstructions on junctions. They would answer the phone and take action when available.
The parking officers are still employed for the car parks under GBC control.
Now my email complaint, on the system for over 14 days plus, has not even responded to the email sent to an address discovered four web pages down from the front page and from information received. The contract with the private company has not been properly fulfilled because they only have half the staff required to meet signed contractual needs.
The councillor promoting the London Road active travel scheme, early Sewage Treatment Works, and invisible Clay Lane link road, I believe, is responsible for this reduction in courtesy and accessibility of parking services in Guildford and Surrey. A call of no confidence on this councillor at Surrey might reduce wasted budget.

I wish they would come down Woodbridge Hill, cars are parked there all day, everyday! Even on double yellow lines and the pavement!

It could be illuminating to know the road and timing of the incident, concerning the lady, reported by Robin Dunscombe.
It is suggested that the lady was “Loading or Unloading” which is often permitted even when parking is not. I have found many so-called “Parking Wardens” don’t know the difference.
