Clarence Park: A New Chapter for Oxshott

The Government’s reforms to the National Planning Policy Framework (NPPF) are beginning to bear fruit – not just in terms of unlocking housing land, but by opening the door to a new generation of local community-led development. Clarence Park, our proposed neighbourhood on land at Clouds Hill Farm in Oxshott, is one such example.

Led by Fairmile Homes – a local SME developer with deep ties to the area – Clarence Park will deliver around 250 homes, of which 50 per cent are affordable. This is not only a powerful response to Surrey’s urgent housing need, but a direct result of updated planning policies that give smaller, regionally based housebuilders a genuine opportunity to deliver meaningful
change.

Unlike the large national developers, local SMEs like Fairmile Homes are more deeply invested in the places we build. We care more because we live here too – our children go to school here, we shop here, and we genuinely want to see our communities thrive. They’re the primary drivers, not shareholders return.

For the first time in a generation, planning reforms have given companies like ours the tools to be part of the solution to the housing and affordability crisis, in a way that reflects local values and priorities.

But Clarence Park is about more than just homes. It’s a landscape-led proposal shaped by the community and designed to sit naturally within its surroundings. We’re creating a new neighbourhood with generous public open space, a children’s play area of the highest quality, and, most significantly, 32 acres of new accessible green open space. This is currently private land, which will be opened up for everyone to enjoy, with long-term stewardship and biodiversity net gain at its heart.

In a borough like Elmbridge, where the pressure to deliver homes and meet affordability targets is acute, schemes like Clarence Park demonstrate that quality and quantity are not mutually exclusive. The reforms to national policy have empowered developers like us to work more closely with communities, making meaningful consultation a vital part of the process.

That’s why we’re inviting local residents to share their views and help shape this proposal before we submit a planning application later this year.

Fairmile Homes is inviting the Oxshott community to a public consultation event on Thursday 15 May to view and comment on early proposals for new homes and green space at Clouds Hill Farm. The drop-in session will take place between 3.30pm and 7.30pm at Oxshott Village Centre, Holtwood Road, KT22 0QJ. This community input will play a vital role in shaping the final proposals before an outline planning application is submitted to Elmbridge Borough Council later this year.
