Surrey’s Lane Rental Scheme: Investing in Better Roads

Since April 2021, Surrey’s Lane Rental Scheme (SLRS) has been helping to keep traffic flowing by encouraging utility companies and highway teams to plan works more carefully.

The idea is simple: if works are carried out on our busiest roads during peak travel times, companies may face a daily charge. This gives a strong incentive to carry out works at quieter times, helping to reduce congestion, improve journey times, and minimise disruption for residents and businesses.

The money raised doesn’t just stop there. After covering running costs, any surplus is reinvested directly back into Surrey’s roads and communities.

From 2021 to early 2025, the scheme has generated a surplus of £6.41 million. Of this, £5.48 million has already been invested in projects that improve safety, reduce disruption, and future-proof our network, with more funding set aside for future initiatives. Each project is carefully assessed to make sure it delivers real value and contributes to a smoother, safer experience for everyone using our roads.

Looking ahead, new legislation from the Department for Transport will allow Surrey to keep at least 50 per cent of surplus funds for additional highway maintenance – meaning even more improvements for our local roads.
