The Department for Communities and Local Government’s Transparency Code for Smaller Authorities states: “Where the governance statement contains any negative responses, these should be explained fully, including how any weaknesses will be addressed.”

Council Chairman Alan Cheesman told The Dragon: “The [external audit] report from PKF [published by NPC on December 9] was not received in time to be included on the agenda for the Dec 2020 NPC meeting [held on the 16th] and will be on the agenda for the 29 Jan 2021 NPC meeting, the minutes of which will be approved at the 25 Feb 2021 meeting and placed on the website.”

An item on “Transparency” was deferred from the council’s October meeting for discussion at its November meeting but the minutes of that meeting have not yet been published (as at January 5).
