The upcoming by-election for the Surrey County Council Guildford South-East division will be held later this week, Thursday October 16, following the resignation of Cllr Fiona Davidson of R4GV.
The Guildford Dragon asked the standing candidates about their policies and perspectives.
This is what Alex Fiuza, the Conservative Party candidate, had to say…
Why should the voters of Guildford South East vote for you and your party?
“I’m a genuinely local candidate committed to working hard for the residents of Guildford, keeping Guildford special.
“From investing seriously in longer-lasting road repairs, to adding thousands of school places for children with special educational needs, to getting a building heights policy on the agenda, to campaigning against extremely high council car park charges, the Conservatives are the party best positioned to deliver for Guildford.”
Should voters consider national issues in a county council by-election?
“Of course national issues will play some part.
“So the Conservatives’ serious plans for a stronger economy and stronger borders, Labour’s catastrophic record, Reform’s lack of delivery, and the Lib Dems’ desired role to prop up Starmer after the next General Election are all relevant considerations.”
What are the three main issues in the Guildford South-East division?
“The issues residents tell me about most often concern the economic and cosmetic woes of our High Street and the expense of parking to shop in it, the scale and pace of new developments, and the parlous state of Guildford Borough Council’s finances and management.”
What qualities would you bring to the role of county councillor?
“I am hard-working and committed to Guildford and its residents, listening to people’s priorities and issues and doing what I can to help with them.
“I am ready to roll up my sleeves and get working for the people of Guildford.”
What is your view of the local government reorganisation proposals? Do you think unitary authorities are preferable to the existing system and will truly save money?
“I do believe that by streamlining local government through the formation of unitary councils, we can more efficiently deliver local services.
“Detailed financial analysis carried out by the councils shows that unitarisation will save money, particularly with a two unitary model.
“I often speak to people who have been frustrated about which council does what, with people often bounced between the two councils when trying to resolve simple issues. So the introduction of a unitary authority should also improve accountability.”
How important are environmental issues to Guildford?
“Surrounded by idyllic countryside and nature, the environment is rightly important to Guildford.
“Particularly questions of conservation, cracking down on rural fly tipping, and preserving the countryside are dear to me and residents I speak to.”
Is there a single improvement Surrey Police could make to law enforcement locally?
“Build on the work funded through the PCC’s office in the summer, focusing on the hot spots in Guildford to tackle shoplifting, prevent violence against women and girls and deal with anti-social behaviour.
“Partnership work with local councillors is vital to making Guildford safer for all our residents.”
Can you promise to put your constituents first, before any party loyalty?
“Guildford, and its residents, must come first.
“I am lucky to stand for the party that will best deliver for our town, so party loyalty and putting Guildford first will tend to pull in the same direction.”

Interesting to read that Alex Fiuza thinks a County Council by-election is the place to talk about possible future coalitions in Westminster. I think far more worrying for most of us here in Guildford, is the very strong possibility of a Conservative party under a “Reformy” leader such as Robert Jenrick or Kemi Badenoch, getting into bed with, and propping up, a minority Farage government.
From all the social media that pops up on my feeds the Liberal Democrats appear to be challenging the Labour government far more than the Conservatives are, whilst both Labour and Conservatives are having a competition to see how Reform-like they can be.
And with regards to parking in Guildford; as someone who travels around the South East quite a bit for work, I do not find Guildford’s parking charges to be any more challenging than other similar towns, like Sutton, or Winchester, or Epsom. But Mr Fiuza can go on about car park fees whether he is a county councillor or not. I’m not sure what platform getting elected will give him on this matter, given that it is a different council that manages Guildford’s car parks.
What is very annoying is that Surrey County Council have removed cash payments from street parking meters so now we have to use the RingGo app which adds on an admin fee. At least in Guildford’s car parks (run by GBC) one can use cash and contactless with no admin fee. Nothing from this candidate on that I note.
