New Joint Strategic Director of Finance

Guildford Borough Council and Waverley Borough Council have confirmed the appointment of Jo Knight as their new joint strategic director of Finance and Resources and Section 151 officer.

The appointment was formally approved by Waverley councillors at their meeting on Tuesday, December 2, and by Guildford councillors on Tuesday, December 9.

The announcement said: “This is a pivotal role within both councils, forming part of the Corporate Leadership Board and carrying responsibility for financial leadership and statutory Section 151 duties. A key priority at both councils is creating a resilient and well-managed council that ensures they are capable of delivering services effectively and efficiently.

“Jo Knight brings extensive experience to the position. A CIPFA (Chattered Institute of Public Finance and Accountancy) and CIMA (Chartered Institute of Management Accountants)-qualified accountant, she has held senior roles in local government and has been instrumental in driving financial improvements.

“She was initially appointed as assistant director for Finance at Guildford Borough Council in September 2023. In April this year she became the Joint Assistant Director for Finance and Deputy Section 151 Officer at both Guildford Borough Council and Waverley Borough Council.”

Cllr Richard Lucas (Lib Dem, Ash Vale), lead councillor for Finance and Property at Guildford Borough Council, said: “I’m delighted that Jo Knight has been appointed to this strategic role. She has played a key part in strengthening our financial management, particularly by improving monitoring and reporting processes to enhance transparency and accountability.

“I have greatly enjoyed and appreciated working with Jo to deliver value for money services Guildford residents rely on. Her contribution will be invaluable as we progress toward Local Government Reorganisation.”
