More than 100 people have already requested refunds for parking fines incorrectly issued in some Elmbridge council car parks.
Elmbridge Borough Council has launched a refund scheme for motorists who were erroneously sent penalty charge notices (PCNs) between January 2020 and April 2026.
The error was attributed a “procedural issue”, and affected car parks in Esher, Cobham, Hersham, Walton-on-Thames and Weybridge.
Since the scheme’s launch on June 3, a total of 137 applications for PCN refunds have been received.
More than 9,000 parking fines have been issued across the relevant car parks since 2020, according to the council’s website.
Of the claims submitted so far, 46 have been paid out while a further 50 are listed as “ready for payment”.
In addition, 22 applications have been dismissed as ineligible for refunds under the council’s criteria.
However, anyone who thinks they might be affected is urged to check their eligibility and submit a claim by visiting the council’s website.
A spokesperson said: “We’re sorry a procedural error led to some parking fines being issued incorrectly.
“We’ve made the process as simple as possible, with refunds issued within two weeks of a valid claim.”
Motorists who received PCNs from the following car parks for between 8am and 9am and between 6pm and 7pm since January 6, 2020 may be eligible for refunds:
In addition, fines issued on any Sunday since April 24, 2022 may also be eligible:
In the case of Ashley Park car park in Walton-on-Thames, PCNs issued between 8am and 10am or between 6pm and 7pm, since January 6, 2020 may be eligible.
Those applying for refunds will need to contact Elmbridge Borough Council via its website or by phone, providing their contact details, registration number and proof of purchase.
If the application is approved, refunds will be arranged within two weeks.
Council leader Mike Rollings (Lib Dem, Claygate) previously said: “I apologise to everyone affected by this mistake.
“We’re determined to put this right quickly, and we will open a clear, simple refund process as soon as possible so people can get their money back.”
